Overview
TRC is seeking a dynamic and personable Senior Outreach Consultant to support multifamily energy efficiency programs in Oregon. These programs provide technical assistance and cash incentives to property owners and developers of affordable multifamily rental properties, enabling energy efficiency upgrades.
The Senior Outreach Consultant will play a pivotal role in leading outreach initiatives aimed at increasing program participation, particularly within harder-to-reach communities. The ideal candidate is a self-starter, highly motivated, and skilled at building meaningful connections with potential program participants and community-based organizations.
This position is based in the Portland, Oregon metropolitan area.
Responsibilities
- Lead outreach activities within program scope, timelines, and budget.
- Develop and implement outreach engagement strategies and approaches to maximize program participation.
- Collaborate with cross-functional teams, including marketing and technical teams, to ensure the effectiveness of outreach strategies.
- Manage a small team of delivery members supporting direct outreach activities.
- Identify and convert high-potential leads within designated areas or market segments.
- Track KPIs and ensure program goals are achieved.
- Identify potential project issues, form hypotheses related to work performed and assist in adopting improved processes and methodologies.
- Develop and deliver educational tools to help program participants understand multifamily energy efficiency programs.
- Prepare and update materials for conferences, trade shows, and events.
- Attend and present at conferences, trade shows, and events to promote and educate businesses on program benefits.
- Travel locally to attend conferences and events as required.
Qualifications
- Education & Experience:
- Master’s degree with 4+ years experience of relevant experience, OR
- Bachelor’s degree with 5+ years experience of relevant experience, OR
- Associate’s degree with 6+ years of relevant experience, OR
- HS diploma with 8+ years of relevant experience
- Proven experience in evaluating the effectiveness of outreach efforts and recommending alternative strategies.
- Excellent oral, presentation, and written communication skills.
- Strong understanding of target audiences and the ability to effectively engage multiple levels of decision-makers within companies, municipalities, or other local or state agencies.
- Team-oriented, hands-on, highly skilled, adaptive, and client-focused approach to work.
Preferred Qualifications:
Preferred qualifications are not mandatory but are highly desirable for candidates applying for this position.
- Sales or business development experience, preferably within the energy sector, design, or construction industries.
- Energy efficiency-related certifications, such as Certified Energy Manager (CEM) or LEED Accredited Professional (LEED AP), are a plus.
- Experience working with state agencies, public authorities, or utilities is preferred.
- Familiarity with multifamily or single-family residential site energy efficiency evaluations or audits is advantageous.
- Fluency in Spanish, with the ability to effectively engage and build relationships with diverse communities.
Salary and Benefits
The position is a full-time position. Starting salary range is market competitive, and dependent on qualifications and experience. TRC is an equal opportunity employer, with a benefits package including health, dental, and vision insurance, and 401(k).

Compensation: In accordance with local law, the salary range provided is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company’s annual Discretionary Bonus Program, which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators, which vary by year and employee.

Salary Range
