Overview
TRC Advanced Energy (TRC), a nationally known consultancy, is seeking a Project Manager to serve as the Deputy Program Manager for a large-scale low income, multifamily energy efficiency and decarbonization program in California. TRC seeks an innovative leader with proven success managing projects and/or operations with excellent communication skills and business acumen.
The Deputy Program Manager will support the Program Manager in the effective execution of program activities. Responsibilities include assisting with goal tracking and issue resolution, supporting adherence to contract budgets and schedules, and contributing to program reporting and invoicing. The role also involves helping to improve program policies and procedures, maintaining the program’s CRM database, coordinating responses to client data requests, assisting with resource planning, and supporting the development of program deliverables. This position will engage with clients, partners, vendors, property owners, commercial developers/builders, and other stakeholders. The ideal candidate will also display a passion for sustainable energy solutions and bridging gaps between low-income customers/disadvantaged communities and utility programs.
The Deputy Program Manager is a member of the program and client management team and the ideal candidate will be assertive, personable, and a self‐starter, with the ability to manage multiple tasks. This role involves managing and overseeing workload across all program verticals, including future supervisorial responsibilities. Previous experience with utility or decarbonization programs is highly desirable, as well as a strong operations or project management background.

Responsibilities
- Support implementation of a large‐scale, utility energy efficiency program and delivery of incentive funding to customers in California (incentive budget over $30M).
- Support program staff responsible for program intake, audits, benchmarking, technical assistance, scope of work development, pipeline management, and outreach & marketing tasks.
- Support client and implementation partner relationship and support facilitation and agenda setting for regular client/implementer partner meetings.
- Identify process improvement to enhance efficiency and implement solutions accordingly.
- Conduct internal and external presentations, including TRC leadership, clients, customers and other stakeholders.
- Oversee and improve database/CRM management, movement of projects through the program workflow, and standard operating procedures (SOPs), in addition to tools and resources used by staff to deliver comprehensive program services and support contract compliance.
- Support the program management team with program reporting, progress to goals, invoicing, and budget management.
- Play a key role in supporting project close-outs and distribution of large-scale payments (e.g., $100,000+) for multifamily properties owners and contractors.
- Collaborate with marketing, outreach, and technical teams to enhance cross-team coordination.
- Maintain a strong proficiency in program requirements for consulting with current and prospective customers regarding program participation.
- Educate staff on program changes, pipeline status, and other critical information.
- Provide professional customer support on a range of items including program requirements, technical assistance, problem-solving, and timely project status updates.
- Maintain data accuracy and quality standards across program deliverables.
- Draft and deliver professional reports to client and program management team.
Qualifications
- Education and Experience
- Bachelor’s degree and at least 3+ years of relevant experience.
- Experience managing large-scale programs, budgets, and teams.
- Leadership and Communication:
- Strong verbal and written communication skills.
- Proven ability to build/maintain relationships with clients, partners, customers and staff.
- Ability to work independently and collaboratively with a team and customers.
- Ability to coordinate, schedule and conduct team meetings professionally and efficiently.
- Project Operations and Management
- Ability to manage multiple projects simultaneously, ensuring quality and attention to detail.
- Strong time management and organizational skills to monitor progress to goal effectively.
- Experience in program intake, pipeline management, and customer relationship management (CRM) databases.
- Technical Knowledge
- Proficiency in MS Office (Excel, Outlook, Word, PowerPoint) and ability to conduct computer-based research.
- Additional Requirements:
- Eligible to work in the United States and ability to travel within California.
- This position is based in one of TRC’s California Offices (Irvine, Los Angeles, San Diego, San Francisco, Oakland, or Rancho Cordova/Sacramento). Staff are encouraged to collaborate in-office when appropriate.

- Experience in energy efficiency, building performance, or construction.
- Familiarity with Title 24, benchmarking, and decarbonization policies.
- Background in affordable housing, low-income, disadvantaged community programs, electrical vehicle (EV) charging, or demand response deployment.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company’s annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
