Position Summary
The HR Manager is responsible for overseeing Human Resources operations across the U.S. workforce while providing support and coordination for international and cross-border teams. Reporting to the Vice President of Human Resources, this role partners closely with leaders and employees to ensure consistent HR practices, compliance, and a positive employee experience across regions. This position plays a key role in supporting Rubicon’s international teams and growth while maintaining alignment with U.S. employment standards and local requirements.
Essential Duties & Key Responsibilities
- Oversee and support all core HR functions, including employee relations, performance management, compliance, and HR operations
- Serve as a trusted advisor to leaders and employees on HR policies, procedures, and best practices
- Manage employee relations matters, including investigations, coaching, corrective action, and documentation
- Support compliance with U.S. federal, state, and local employment laws, while coordinating with external partners to ensure adherence to applicable international labor requirements
- Support talent initiatives including recruiting, sourcing, onboarding, employee development, engagement programs, and retention initiatives
- Partner with leadership on workforce planning, organizational changes, and global expansion initiatives
- Oversee HR processes related to leaves of absence, accommodations, and return-to-work programs
- Coordinate with payroll, benefits, and external vendors to support cross-border HR administration
- Maintain accurate HR records and support HR reporting and audit readiness across systems
- Assist with development and rollout of HR policies and practices that support all employees and company operations while maintaining consistency and equity
- Support compensation, benefits administration, and year-end processes in partnership with HR leadership
- Collaborate with internal stakeholders to continuously improve HR programs, trainings and employee experience
- Ability to travel and/or work onsite as needed
- Performs other duties as assigned or apparent
Supervisory Responsibilities:
- This role may have supervisory responsibility for HR team members, interns or contractors.
Experience & Qualifications:
- Bachelor’s degree or equivalent combination of education and relevant experience
- 5–8 years of progressive HR experience
- Strong knowledge of employment law, employee relations, and HR best practices
- Experience supporting international or cross-border workforces
- Strong working knowledge of U.S. employment law; familiarity with international labor practices preferred
- Bilingual in Spanish preferred
- Experience partnering with external counsel, PEOs, EORs, or staffing agencies for international operations
- Proficiency with HRIS systems and Microsoft Office tools
- Strong interpersonal, communication, and organizational skills
- High degree of discretion, professionalism and sound judgement

- To facilitate working from home, and as a requirement for this role, the employee must provide reliable internet connection with sufficient bandwidth to execute all job functions and technology setup conducive to remote work. The company laptop will be provided.
