Position Overview

We are seeking a driven and technically strong Project Manager/Project Engineer to join our Capital Projects team. In this role, you will manage and support capital projects throughout the project life cycle including the following phases: pre-planning, planning, design development, pre-construction, construction, equipment installation and commissioning of industrial plant development initiatives. You will apply project management best practices (PMBOK, Six Sigma, Lean, Kaizan, PMO, etc.) to deliver complex, multi-phase projects on time, within budget, and to the highest quality and safety standards.

This is a hands-on role best suited to a project manager with direct experience in pre-construction, construction, installation, and commissioning who also has knowledge and experience in the pre-planning stages.

  1. Project lifecycle - Project concept, scoping, planning, estimating, gathering of background data, kick-off, applying for permits, performing due diligence, tracking and managing project activities and deliverables, and managing projects throughout the project lifecycle (up to and including the warranty closure period).
  2. Work collaboratively and efficiently with all stakeholders (multi-disciplinary and cross-functional, internal and external teams)
  3. Tracking the budget and executing the project.

This role reports to the VP of Capital Projects (or Senior Projects Manager). You will work collaboratively across teams, including engineering, corporate development, finance, strategic partnerships, Human Resources and Operations, to ensure successful project delivery. This is a full-time, hybrid (4 days in office, 1 day remote) role based in Toronto or Kingston. Responsibilities

  • Lead comprehensive project kickoff workshops to establish project charters, scope, objectives, deliverables, timelines, budgets, and team roles.
  • Additional kickoff meeting outcomes include:
    • Detailed scope of work and corresponding work breakdown structure (WBS)
    • Detailed master project schedule with milestones, dependencies, legacies, resources identified, start/end dates, links, etc.
    • Detailed project risk assessment and the mitigation strategy
    • RACI Matrix
    • Communications Plan
    • Stakeholder Management Plan
    • Gap analysis
    • May include HAZOP review if the kickoff workshop is to refine/improve a prior plant design
  • Develop and manage detailed scopes of work, work breakdown structures (WBS), master project schedules, risk assessments, RACI matrices, and communication plans.
  • Ensure thorough due diligence, including health & safety compliance and securing all permits and regulatory approvals.
  • Oversee project execution across all phases—from pre-construction through construction, installation, equipment commissioning, and warranty closure.
  • Apply project controls and quality assurance measures to monitor progress, mitigate risks, and maintain alignment with project standards.
  • Manage project budgets, track expenditures, and ensure resource efficiency.
  • Facilitate coordination across engineering, operations, finance, HR, corporate development, and external stakeholders
  • Work with and develop process and/or value maps, gap analysis, and root cause analysis using tools such as:
    • Process maps/process flow diagrams/value stream maps to measure project performance
    • Data collection forms and checklists, cause-and-effect diagrams/fishbone diagrams/pareto charts/scatter plots to identify problem root causes
    • Brainstorming and gap analysis
  • Lead and motivate cross-functional teams, fostering collaboration and accountability

Qualifications

  • Minimum 5+ years in project management roles in light industrial, manufacturing, mining, metals recycling, or construction
  • Bachelor’s degree in engineering (preferred) and PMP, PMBOK, or Six Sigma Black Belt certifications a very strong plus
  • Proven experience in the application of project controls (schedule, change management, value engineering, and structured reporting to monitor performance and ensure alliance with required project quality standards
  • Demonstrated experience in planning, organizing, and executing projects from initiation to completion, delivering on time results, within budget, and to expected quality standards
  • Ability to integrate and be part of a high-performance team and/or effectively lead teams when needed, communicate project updates, and manage stakeholders’ expectations
  • Strong written/oral communication and presentation skills
  • Very experienced using Microsoft Project, Excel, PowerPoint, and Word – Power user in MS Project and Excel (capable of developing automated dashboard reports, complex spreadsheets, and automated templates, etc.) strongly preferred
  • Ideally experienced with process improvement tools: process maps, value stream mapping, root cause analysis, gap analysis, project risk reviews, QAQC, HAZOP reviews
  • Direct background in strategic metals recycling, rare earth/critical materials, construction or mining industries
  • Experience managing project closure, warranty periods, and lessons-learned processes
